GoHighLevel publishes three plan prices. Most agencies do not pay any of them.
That is not an accusation of hidden pricing. Every figure in this article comes from GoHighLevel's own pricing page and its own help documentation, and all of it is public. The problem is structural: the headline price covers the platform, while a large share of what an agency actually uses is billed per sub-account. One sub-account is one client. So the cost of the things you switch on does not stay flat as you grow. It multiplies by your client count.
This page works through that arithmetic at 1, 10 and 50 clients.
The three plan prices
| Plan | Monthly | Annual |
|---|---|---|
| Starter | $97 | $970 |
| Unlimited | $297 | $2,970 |
| Agency Pro | $497 | $4,970 |
| Enterprise | Custom | Custom |

Two things about this table matter more than the numbers.
First, "Unlimited" refers to sub-accounts, not to usage. You can create as many client sub-accounts as you like on the $297 plan. What you do inside them is metered separately.
Second, rebilling, which is how agencies pass usage costs to clients, is tiered. Rebilling without markup is available on the $297 plan. Rebilling with markup is only on the $497 plan. If your business model depends on marking up SMS or AI to your clients, your floor is $497, not $97.
The add-ons, and the words "per sub-account"
This is the part that decides your bill. From GoHighLevel's published add-on list:
| Add-on | Price | Billed |
|---|---|---|
| AI Employee, Growth plan | $50/month | per sub-account |
| AI Employee, Unlimited plan | $97/month | per sub-account |
| SEO, Search Atlas | $79/month | per sub-account |
| Branded client portal app | $49/month | per sub-account |
| Online listings management | $30/month | per sub-account |
| Premium prospecting tool | $29/month | per sub-account |
| WhatsApp integration | $10/month | per sub-account |
| Dedicated email IP | $59/month | per IP |
| HIPAA compliance | $297/month | account |
| White label mobile app | $497/month | account |
| Premium support | $500/month | account |
| Certification program | $97/month | account |
| WordPress hosting | from $10/month | per site |
Seven of those thirteen carry the phrase "per sub-account". Read the column, not the price.
The arithmetic
Take the most common setup: an agency on the $297 Unlimited plan that wants AI answering messages for its clients. That is the AI Employee add-on, the cheaper Growth tier at $50 per sub-account per month.
| Clients | Plan | AI Employee (Growth) | Monthly total |
|---|---|---|---|
| 1 | $297 | $50 | $347 |
| 10 | $297 | $500 | $797 |
| 50 | $297 | $2,500 | $2,797 |
On the Unlimited tier of AI Employee, at $97 per sub-account:
| Clients | Plan | AI Employee (Unlimited) | Monthly total |
|---|---|---|---|
| 1 | $297 | $97 | $394 |
| 10 | $297 | $970 | $1,267 |
| 50 | $297 | $4,850 | $5,147 |
Neither table includes a single message sent, call made or number rented. This is the standing cost before any usage at all.
Now add WhatsApp at $10 per sub-account and listings at $30 per sub-account, both common in local-services agencies. At 10 clients that is another $400 a month. At 50 clients, $2,000.
The plan price stopped being the interesting number somewhere around client three.
What is metered on top
GoHighLevel states that usage-based charges apply to Conversation AI, Voice AI and Reviews AI. The per-unit rates live in separate help articles rather than on the pricing page, and those articles note that rates change on a rolling schedule, with carrier-driven updates shipped in September and November 2025.
Because of that, this page deliberately does not quote a per-message or per-minute figure. A stale rate is worse than no rate. What is stable, and what actually catches agencies out, is the billing mechanics. From GoHighLevel's own documentation:
SMS is billed per segment, not per message. A segment is roughly 160 characters of plain text. A long message is split and billed as several segments. Inbound and outbound are charged at the same rate.
Carrier fees are added on top of the message rate, per segment, and vary by registration status and carrier. These come from The Campaign Registry and the mobile carriers, and are passed through.
There is a carrier lookup fee on the first SMS you send to any new contact. Import a list of 5,000 and you pay 5,000 lookups before a single conversation starts.
Failed messages are still charged. If a delivery attempt was made, it bills, regardless of whether it arrived. GoHighLevel's documentation states there are no refunds for undelivered SMS.
Voice is billed per minute and partial minutes round up. A 61-second call bills two minutes.
Inbound calls have two billable legs. The call arriving at your platform number, and the forwarded leg to wherever you actually answer it. One inbound call, two charges.
Call recording storage bills daily, per sub-account, forever. Recordings you made months ago keep costing money for as long as they exist.
The wallet auto-recharges when the balance falls below your configured threshold, which is why charges can appear before you have consciously used anything.
None of these are unreasonable individually. Most are inherited from the underlying telecoms provider. Collectively they are why the invoice and the estimate disagree.
How to work out your own number
Do this before you commit, not after.
- Count your sub-accounts. That is your multiplier for every per-sub-account line.
- List the add-ons you genuinely need. Multiply each one by the count from step 1.
- Decide whether you need markup rebilling. If yes, your plan floor is $497.
- Estimate messaging in segments, not messages. Take your average message length, divide by 160, round up, and multiply by volume in both directions.
- Add one carrier lookup for every new contact you will import or capture.
- For voice, round every call up to the next whole minute and remember inbound calls bill twice.
- Add daily recording storage if you record calls, and assume it compounds.
If the total surprises you, that is the calculation working, not failing.
Where Inflowave differs, and where it does not
Two honest statements, because a comparison that overclaims is worthless to you.
The difference that is real. Inflowave has no per-sub-account add-on pricing. There is no line item that multiplies by client count when you add a client. Client workspaces are included in the plan tier: the Business plan at $149 covers one, Agency Pro at $297 covers ten, Agency Max at $497 covers a hundred. Adding a client moves you between tiers at most. It does not add a recurring per-client charge for AI, listings, WhatsApp or a client portal.
Against the table above, an agency running ten clients with AI on GoHighLevel's Growth tier is at $797 a month before usage. The equivalent client count sits inside the $297 Agency Pro tier on Inflowave.
The part that is not a difference. Messaging and voice are carrier services. Anyone routing SMS or phone calls pays the carriers, and that includes us. If a vendor tells you messaging is free, ask who is paying the carrier. The honest comparison is not free versus metered, it is how many lines on the bill multiply by your client count.
We would rather you ran the numbers than took our word for it. If the arithmetic favours staying where you are, stay.
